Reid: U.S. is poised to go off fiscal cliff

Senate Majority Leader Harry Reid (R) (D-NV) hugs Speaker of the House John Boehner as Senate Minority Leader Mitch??With a deal to avert the so-called "fiscal cliff" nowhere in sight, Senate Majority Leader Harry Reid on Thursday predicted a compromise would not be reached in time to avert the tax increases and automatic spending cuts set to be triggered on January 1. Reid also criticized Republican House Speaker John Boehner in unusually personal terms, accusing him of running the House as a ?dictatorship? and blasting him for letting lawmakers out for vacation.

Boehner will be to blame ?if we go over the cliff, and it looks like that?s where we?re headed,? Reid insisted as the Senate returned to work for a post-Christmas session focused on disaster relief for Sandy victims and renewing key government surveillance powers.

Reid's speech on the Senate floor came shortly before President Barack Obama returned to Washington from Hawaii to resume discussions of how to avoid the fiscal cliff. White House Spokesman Dan Pfeiffer said Obama had spoken to Reid, Boehner, House Democratic Leader Nancy Pelosi and Senate Republican Leader Mitch McConnell Wednesday evening.

Reid, a Nevada Democrat, repeatedly pressed Boehner to have the House take up a Senate-passed bill extending income tax cuts on income under $250,000, calling that measure the only ?viable escape route.? House Republicans have thus far balked at raising taxes at all.

?The Speaker just has a few days left to change his mind,? Reid said. ?But I have to be very honest?I don?t know, time-wise, how it can happen now.?

"Speaker Boehner should call members of the House back today," Reid said, adding that the Ohio Republican "seems to care more about keeping his speakership" than pushing his party to accept a deal that would avert a tax increase for all but the highest income taxpayers. Democrats have repeatedly leveled that charge at Boehner, whose reelection on January 3 is not seriously in doubt despite ever-louder conservative grumbling.

Reid also accused Boehner of operating a "dictatorship" that had shut out House Democrats and all but the most conservative voices in the GOP, saying that the Senate-passed bill would pass with mostly Democratic votes but some Republican support as well.

?Nothing can move forward in regards to our budget crisis unless Speaker Boehner and Leader McConnell are willing to participate in coming up with a bipartisan plan,? Reid warned. ?Speaker Boehner is unwilling to negotiate, we?ve not heard a word from Leader McConnell, nothing is happening. Democrat?s can?t put together a plan on their own,? he said.

Israel pushes on with east Jerusalem building plan

JERUSALEM (AP) ? Israel on Monday said it was pushing forward with plans to build hundreds of homes in a Jewish settlement of east Jerusalem, risking renewed tensions with the Palestinians and its Western allies over the contentious project.

The announcement was part of a new Israeli settlement push announced earlier this month as retaliation for the Palestinians' success in winning U.N. recognition for a state at the United Nations. Israel was widely criticized internationally for the settlement plans, though actual construction would be far in the future.

An Interior Ministry committee on Monday approved an intermediate stage of planning for the construction of 1,500 apartments in the Ramat Shlomo neighborhood, a part of the city Palestinians claim for a future capital. The plan had been in the pipeline since it was first announced in 2010 during a visit to Israel by Vice President Joe Biden, causing a major diplomatic rift with Washington that took months to mend.

Ministry spokeswoman Efrat Orbach said the project still must go through several additional planning stages, and it could be years before final approval and construction.

Nabil Abu Rdeneh, a spokesman for Palestinian President Mahmoud Abbas, condemned the move, calling it a "stark challenge to the entire international community."

There was no immediate American reaction.

Israel announced plans early this month to build thousands of settlement homes, including in Ramat Shlomo, in response to the U.N. General Assembly's recognition of a Palestinian state in the West Bank, east Jerusalem and Gaza Strip, territories captured by Israel in the 1967 Mideast war. The U.S., Israel's closest ally, condemned the construction plans, and several European allies summoned Israeli ambassadors to lodge formal protests.

Israel strongly objected to the Palestinian's U.N. bid, saying it was an attempt to bypass negotiations. Israel rejects a return to its 1967 lines.

Israel annexed east Jerusalem following the 1967 war and claims the area, home to sensitive Jewish, Christian and Muslim holy sites, as an inseparable part of its capital. The Palestinians also claim east Jerusalem as the capital of their hoped-for state. About 200,000 Jews and roughly 250,000 Palestinians live in east Jerusalem.

While Israelis consider its east Jerusalem enclaves to be neighborhoods like others in the city, the international does not recognize Israel's annexation of the area and rejects the sections as illegal or illegitimate settlements.

Abbas has refused to negotiate with Israel so long as settlement construction continues, leading to a four-year lull in talks. Abbas has said that a stalemate in talks urged him to turn to the U.N.

Support is growing for his political opponents, Gaza's militant Islamic Hamas rulers, following eight days of fighting with Israel last month. Hamas leader Ismail Haniyeh might defeat Abbas if an election were held today for the presidency, according to a poll published Monday by the Palestinian Center for Policy and Survey Research.

The survey said Haniyeh would receive 48 percent of the Palestinian vote and 46 percent for Abbas, a virtual tie. Just three months ago, Abbas received the support of 51 percent and Haniyeh 40 percent.

The poll surveyed 1,270 Palestinians and had a margin of error of three percentage points.

Tina Simpson 'Furious' Over Joe's Life Insurance Policy For ...

Getty/Splash News

By Jon Boon - Radar Reporter

Joe Simpson secretly took out a $4.5 million life insurance policy in daughter Jessica?s name with himself listed as the sole beneficiary, a source tells RadarOnline.com exclusively.

The policy was drafted around 8 years ago, the source says, and The Dukes Of Hazzard star and her mom Tina only found out about its existence last week.

Tina?s attorneys at Dunnam & Dunnam were made aware of the policy's existence in a meeting with the Simpsons' business manager, David Levin, and the source says that both Jessica and Tina are "furious" that Joe had done such a thing without the knowledge of either of them.

?Tina found out about yet another one of Joe?s secrets and couldn?t believe what she was hearing,? the source, who is close to the Simpson family, tells RadarOnline.com.

?It came out in a meeting with David and her attorneys last week that Joe set up a life insurance policy for Jessica 8 years ago that made him the sole beneficiary.

?It was pointed out to Tina that as Jessica's manager Joe wasn't doing anything underhanded by taking out a policy to protect his biggest income source, but she was absolutely furious that Joe did it without consulting her or Jessica.

?Joe?s actions have put a massive strain on the family, and it?s only getting worse. It?s hard to see that Tina and Joe will ever be amicable with each other again and the divorce case is shaping up to be very messy,? the source says.

Meanwhile, as RadarOnline.com previously reported, Jessica and Joe seemed to put their differences aside, at least for a few hours, after they were spotted chatting at the wedding of Jessica's best friend, Cacee Cobb, and actor Donald Faison.

A sobering moment from outer space

NASA

The northeastern U.S., including Connecticut and Massachusetts' Cape Cod, are seen in a photo taken on the International Space Station on June 27, 2011.

By Alan Boyle

From a cosmic perspective, our planet has a peaceful beauty ? no matter what tumult is raging far below. That's the message NASA astronaut Ron Garan wanted to send with this picture of the northeastern United States. Today, if you could zoom in far enough on this view today, you could see the anguish left behind in the wake of Friday's horrible school shooting in Connecticut.

"When we look at Earth from space, we are faced with a sobering contradiction," Garan writes on his Google+ page. "On the one hand is the beauty of our planet, on the other is the unfortunate reality of life on our planet for many of her inhabitants. Our prayers are with the victims and families in Connecticut.?#LoveConquersAll"

You can count on Garan to bring a wider-angle view to whatever is happening here on Earth. He spent five months aboard the International Space Station last year, and since he returned, he has been sharing the glories of our blue planet via Google+ as well as Twitter, Facebook and the Fragile Oasis website. This particular picture was snapped from the space station during Garan's stint in orbit. To learn more about the image, check in with NASA's Earth Observatory or the Gateway to Astronaut Photography of Earth.

Garan wasn't the first human to reflect on the cosmic perspective produced by outer-space views: Astronauts and philosophers have long talked about the "Overview Effect," the sense of planetary unity that arises when you see Earth as an object suspended in space. Just this month, a group known as Planetary Collective unveiled an online video documentary exploring the phenomenon.

And then there's Carl Sagan, the famous astronomer and writer who passed away 16 years ago this month. He helped persuade NASA to turn the camera on its Voyager 1 deep-space probe back toward Earth in 1990, to capture a priceless picture of our "pale blue dot" as a speck in outer space.

"There is perhaps no better demonstration of the folly of human conceits than this distant image of our tiny world," Sagan wrote. "To me, it underscores our responsibility to deal more kindly with one another, and to preserve and cherish the pale blue dot, the only home we've ever known."

Amen.

You can watch a video about the pale blue dot, or a brand-new animation that brings Sagan's words to life. These sobering moments from space serve as today's offering from the Cosmic Log Space Advent Calendar, which highlights views of our planet every day from now until Christmas. Skydiver eyes record-breaking jump over NM

(AP) ? Experienced skydiver and extreme athlete Felix Baumgartner hopes to take the leap of his life on Tuesday, attempting the highest, fastest free fall in history.

If he survives, the man dubbed "Fearless Felix" could be the first skydiver to break the sound barrier. If he doesn't, a tragic fall could be live-streamed on the Internet for the world to see.

Rigged with cameras, the 43-year-old former military parachutist from Austria is scheduled to jump from a balloon-hoisted capsule 23 miles near Roswell on Tuesday morning. He wants to break the record set in 1960 by Joe Kittinger, who jumped from an open gondola at an altitude of 19.5 miles. Kittinger's speed of 614 mph was just shy of breaking the sound barrier at that height.

Baumgartner, who has been preparing for the jump for five years, has made two practice runs from the Roswell area, from 15 miles high in March and 18 miles in July.

And while he and his team of experts recognize the worst-case scenarios ? including "boiling" blood and exploding lungs ? they have confidence in their built-in solutions. Those solutions are something NASA is watching closely. The space agency is interested in the potential for escape systems on future rocket ships.

Baumgartner's top medical man is Dr. Jonathan Clark, a former NASA flight surgeon whose wife, astronaut Laurel Clark, died in the space shuttle Columbia accident in 2003. Clark is dedicated to improving astronauts' chances of survival in a high-altitude disaster.

The No. 1 fear is a breach of Baumgartner's suit, which could cause potentially lethal bubbles to form in his bodily fluids, a condition known as boiling blood. There are also risks he could spin out of control, causing other problems.

This death-defying venture is being sponsored by energy drink maker, Red Bull, which has funded other extreme athletic events. The project's team of experts has a plan for almost every contingency. The spacesuit and capsule were tested in the early skydiving practice runs. The company won't say how much the project, called Stratos for stratosphere, is costing.

But whether Baumgartner can make what he vows will be his final jump depends on the weather. A cold front that brought winds to the area this weekend prompted the team to move the planned Monday jump to Tuesday. Even the Albuquerque International Balloon Fiesta, 200 miles to the north, was forced to cancel its opening mass ascension of more than 500 balloons on Saturday morning because of the high winds. Those balloons took off Sunday, but winds in the 9 mph range and above remain in the forecast for Roswell all week, and the jump can only be made if winds on the ground are less than 2 mph.

Still, Baumgartner's team remained optimistic about getting the mission off the ground.

"From what we are looking at so far, we are on schedule (for Tuesday)," meteorologist Don Day said at a media briefing Sunday.

Weather permitting, Baumgartner will be lifted into the stratosphere around 7 a.m. MDT by a helium balloon that will stretch 55 stories high. Once he reaches his target altitude, he will open the hatch of his capsule and make a gentle, bunny-style jump. Any contact with the capsule on his exit could break open the pressurized suit that will protect him from temperatures as low as minus 70 and a lack of oxygen. He hopes to reach a speed of 690 mph to break the sound barrier.

Baumgartner, who has made more than 2,500 jumps from planes, helicopters, landmarks and skyscrapers over the past 25 years, promises this jump will be his last.

He says he plans to settle down with his girlfriend and fly helicopters on mountain rescue and firefighting missions in the U.S. and Austria.

The economics and planning involved with relocating in Canada ...

As Canada continues to be a hot spot for relocation both for foreigners and those relocating within the country, many useful pieces and stories have been published with advice where in the country exactly to relocate to.

One such piece that focuses on the financial impact of relocation was a particular good read and one that I felt deserved further analysis. The story speaks about, among other things, how popular Western Canada has become due to its abundance of natural resources, Alberta?s disproportionate percentage of the country?s employment growth in the past year and the varying real estate prices to take into account when considering relocation.

Another very interesting point that was brought up for people thinking of relocating to or within Canada: when considering employment the oil, gas and mining sectors are by far the most in demand. The industry boasts a ridiculous just over 1 job seeker per job as compared to the national average of just over 3 job seekers per job in all industries.

The bottom line: Canada is a hot destination for people looking to relocate. There are lots of job opportunities in various industries, affordable housing for people willing to do their geographical research and check out all communities in the country and an overwhelmingly positive reputation of some of the friendliest people on earth.

Clearly the recent surge in immigrants to Canada is not a fluke and the numbers can be expected to keep on rising.

Innovative dual-vaccine proposal wins 2012 Avant-Garde Award for Medications Development

Dr. Gary R. Matyas has been selected the 2012 recipient of the NIDA Avant-Garde Award for Medications Development. Matyas proposes to develop an effective, safe and easily manufactured combination anti-heroin/HIV vaccine that could treat heroin addiction while at the same time prevent HIV infection in those receiving the vaccine. Matyas will receive $1,000,000 per year for five years to support his research. He works at the Walter Reed Army Institute of Research (WRAIR) in Silver Spring, M.d. The National Institute on Drug Abuse (NIDA), part of the National Institutes of Health, announced the award today.

"This highly innovative dual-vaccine model would simultaneously address the intertwined epidemics of heroin abuse and HIV," said NIDA Director Dr. Nora D. Volkow. "This is precisely the type of ground-breaking research NIDA's Avant-Garde program was designed to support. The implications for public health are enormous."

The proposal stems from an existing research collaboration between NIDA and the U.S. Military HIV Research Program, part of the WRAIR. In 2010, the two organizations entered into an agreement to create a combination anti-heroin/HIV vaccine. The goal was to build upon previous preclinical research indicating that hapten-based anti-drug vaccinesin which a small molecule chemically similar to a drug of abuse (hapten) is bound to a protein carrier to induce an immune responseshowed promise against a variety of abused drugs, including heroin. As a result of this collaboration, the heroin component of a combination anti-heroin/HIV vaccine has now been created and is ready for optimization and advanced preclinical testing.

This current grant award will support this next phase of research and development. The award will be administered through the Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. and work done in collaboration with the U.S. Military HIV Research Program and NIDA.

"Heroin use is strongly associated with a high risk of HIV infection and represents an increasingly important worldwide health problem," stated Matyas. "The possibility of creating a combination heroin-HIV vaccine provides an important opportunity to address both a unique treatment for heroin abuse as well as continuing the quest to develop an effective preventive HIV vaccine."

Using Cash with Auto Insurance | Cheap Car Insurance

It is no secret with the low interest rates in the US and most nations. With the lack of strength in the international financial system it is very likely we will not likely see a pickup in the rate of return we generate with our liquid funds. As we handle our finances how should we look to deal with the payments we generate on our car insurance? Depending on our financial position we will all have a distinct approach to what the appropriate solution is. We will touch on the different approaches and additional tips to make the most effective use of your capital when seeking to purchase and renew your auto insurance.

The Right Details

The primary choice we will need to make is how should we handle the constant cost of our automobile coverage? Should we hold onto our funds and make month-to-month expenditures with no down payment on auto insurance? Is it better to shell out our complete 6 month car insurance in one disbursement? Are there other options we should take into account? The starting point should be viewing if we have enough cash in our bank account to handle a 6 month car insurance transaction. This would mean on an typical 6 month plan having to pay around $375 in one payment. If all of us don?t possess this extra cash it is a simple choice to setup monthly payments on our car insurance.

Advantages of Cash Payments Every 6 Months

If we are able to deal with paying a full 6 month transaction will it make sense from a money management standpoint to do this? The initial position supporting spending in full is the discounts car insurers provide through paying out funds up front. The savings will vary depending on the state you live as well as which insurance company you?re protected by, but most can see price savings of 5% and in some circumstances up to 10%. The additional thought is what you can earn on your funds if you choose to pay in monthly installments. Since the Certificate of deposit prices at a financial institution are so minimal it is an easy option, should you take the 5% savings or the 1% you can earn on a 1 year CD. Paying the full 6 months at once will also relieve virtually any issues coming from missing out on monthly payments. Some insurance providers will charge late fees if you are late on your month-to-month car insurance obligations.

Extra Cash use Tip

Are there any other ways to improve the way we handle cash with our car insurance obligations? Since interest rates are so reduced it is a great time to think about looking to spend your insurance expenses for a longer period of time. Some automobile insurance companies allow you to setup a 12 month plan. With the longer period there is a possibility of receiving higher discounts by paying at once, several insurance companies may discount as much as 10%. The warning is to make sure these types of prolonged plans stay very competitive priced to shorter term polices.

Photo tips for a sparkling Fourth of July

16 hrs.

Heading out with the family for July 4th fireworks celebrations is a time-honored tradition. And, if you're like me, you enjoy capturing those memories in pictures. But photographing fireworks with no camera shake and proper exposure is difficult, unless you know these simple tricks:

1. Use a tripod
When you take picture of fireworks, the camera needs to hold the shutter open long enough to ?see? the fireworks. The longer the shutter is open, the more susceptible your photo is to motion blur. So use a tripod to make sure there?s no movement. For open areas, use a stand-alone model with telescoping legs like the Dolica AX620B100 Proline($38.40). A more mobile option is the Joby GorillaPod($12.30), which can wrap around trees and poles or stand up on the ground.

2. Use the ?fireworks? scene mode
Most point-and-shoot cameras have a button or dial with ?SCN? or ?Scene? on it. Otherwise you?ll find it under the ?menu? button. When you put your camera in scene mode, a list of the available modes will pop up on screen. Select the one that looks like a spray of fireworks and/or says "fireworks."

Most cameras sold today have a "fireworks" mode. Some models I recommend include the GE Smart J1470S (an affordable 14MP camera with a 7x lens, $105.29), Nikon Coolpix AW100 (an extremely rugged 16MP camera, $289.95) and the Canon PowerShot S100 (a 12MP camera with a superfast f/2 lens for great low light photography, $363.95).

You can find all of my recommended cameras in our Digital Camera Buying Guide.

3. If your camera doesn?t have a ?fireworks? scene mode, put it in ?landscape? mode

Your camera automatically tries to find an object on which to focus. And when presented with a black featureless sky, the camera doesn?t know what to do. By putting your camera in ?landscape? mode, you?ll be presetting the focus to infinity and narrowing the lens opening, which keeps both near and far objects?in focus.

4. Turn off the flash
Turning your flash off will let the camera?know that it?only has available light to take a picture. This is important?because the camera will then keep the shutter open long enough to capture the fireworks. The flash button is usually a separate button on the back of the camera. On some cameras, you can?t turn off the flash unless you put it in a scene mode or program mode (P).

5. Turn down the ISO
High ISO will crank up the sensitivity of the camera so it can see details in the dark. However, the fireworks themselves are quite bright. So, to avoid overexposure and reduce film noise, take your camera out of Auto ISO and change the setting to ISO 100 or even lower. The ISO setting is usually found under the main menu. You may have to put your camera in program mode to change this setting.

Price tag on govt secrecy: up 12 percent to $11.4B

(AP) ? The price tag for safeguarding government secrets rose by 12 percent in 2011 to a record $11.4 billion.

The year-to-year estimate covers 41 executive branch agencies, but it excludes money spent by the CIA and five other intelligence agencies, where the amounts of money used to protect secrets are substantial but classified.

In a report to President Barack Obama, the Information Security Oversight Office said the amount spent on protecting secrets has grown more than four-fold since 1995, when it stood at $2.7 billion. A decade ago, the amount spent was $5.7 billion, half of last year's figure.

The oversight office provided no explanation for the substantial increase in costs.

Last year, nearly half the money the government spent to keep its secrets secret went for protecting computerized classified information systems. Some $1.7 billion went for physical security at facilities holding classified information. Another $1.4 billion went for personnel security to determine whether government workers and contractors should be given access to classified information.

Defense contractors and other companies in the private sector spend a much smaller amount on protecting government secrets ? $1.3 billion last year, a 1 percent increase from 2010. The oversight office says the figure has remained largely stable since 2006.

Besides the CIA, the agencies that do not disclose the money spent on secrecy are the Defense Intelligence Agency, the Office of the Director of National Intelligence, the National Geospatial-Intelligence Agency, the National Reconnaissance Office and the National Security Agency.

The estimates for government are for the fiscal year beginning Oct. 1. The estimates for the private sector are for the most recently completed fiscal year.

Syrian army attacks rebels, Turkey scrambles F16s

BEIRUT (Reuters) - The Syrian army pressed its offensive against rebels, bombarding the city of Douma near Damascus, and Turkey said it had scrambled warplanes after Syrian helicopters flew near its border.

Turkey's armed forces command said the fighters took off on Monday when Syrian transport helicopters were spotted flying near the frontier, without entering Turkish air space. It was the third day in a row that Turkey had scrambled its F-16s.

Syrian President Bashar al-Assad told a Turkish daily he wished his forces had not shot down a Turkish jet last month and that he would not allow tensions with Turkey to lead to war.

"We learned it belonged to Turkey after shooting it down. I say 100 percent 'if only we had not shot it down'," Turkey's Cumhuriyet daily quoted Assad as saying.

A Syrian general and 84 soldiers were the latest to defect and flee to Turkey on Monday. But army and government defections have so far failed to shake Assad's 12-year grip on power.

Assad told Cumhuriyet he was not bent on staying in office come what may but gave no hint he was ready to quit.

"If my staying or going saved my people and country, why would I hold on? I wouldn't even stay one day," he said.

"If the opposite is true, that is, if the people don't want me, then there are in any case elections. If the people wanted, they would send me away," Assad was quoted as saying.

HEAVY SHELLING

The Syrian leader responded with force when peaceful protests erupted against him in March last year and has turned his troops and tanks on demonstrators and insurgents alike.

More violence erupted on Tuesday with the Syrian Observatory for Human Rights, a group which compiles reports from rebels, saying 56 people were killed across the country, including 34 civilians.

Opposition leaders say more than 15,000 people have been killed since the uprising began in March 2011.

Neither Assad nor his enemies have shown much interest in compromise as Syria slides deeper into a civil war, fuelling animosity between majority Sunni Muslims and the president's minority Alawites who control the military and security forces.

"There was heavy shelling all morning," said Abu Rami, an activist in Homs, a main target of an army onslaught on rebel strongholds. "We are living with little food and little water."

The army on Tuesday shelled places near Douma to which the embattled city's residents had fled at the weekend, Omar Hamzeh, another activist, said, adding that at least six people had been killed.

Refugee activists along the Turkish-Syrian border said two people had also been killed when the army carried out artillery raids on the town of Saqlin, around six km (3.7 miles) from Turkey.

A police officer who defected from the northern city of Aleppo and crossed into Turkey on Tuesday said the army had been firing artillery rounds from areas around the city to rebellious areas to the north and east.

"I left Aleppo and the sound of artillery fire was shaking the ground in Hamdaniya," the officer said, referring to his eastern Aleppo suburb. He declined to be named.

Turkey's southern Hatay province along the Syrian border has become a safe haven for rebel fighters and defectors from the Syrian army. There are also more than 35,000 Syrian refugees now taking shelter in camps in southern Turkey.

Diplomacy has so far failed to curb the bloodshed. World powers agreed at the weekend to support talks on a transitional government. But they failed to narrow differences between the West and Russia over Western demands that Assad must go.

Turkey, which has long demanded the Syrian leader's removal, said Assad's role was over, but advised the Syrian opposition to accept envoy Kofi Annan's internationally endorsed proposal.

"Our task is not to pressure the opposition or to persuade them of something," Turkish Foreign Minister Ahmet Davutoglu told Sky News Arabia in Cairo, where opposition groups were meeting for a second day.

He said Annan's mediation role meant the opposition would not have to negotiate with Assad under the transition plan.

"Thus I believe that accepting the Geneva statement would be a positive thing from the opposition," he said.

His Russian counterpart Sergei Lavrov said Syrian opposition leaders would hold talks in Moscow next week. But it was not clear if they would include any from the mainstream Syrian National Council (SNC), backed by the West and Turkey.

"We will use this coming meeting with yet another Syrian opposition group to continue work to end violence and start Syrian dialogue between the government and all groups of the Syrian opposition as soon as possible," Lavrov said.

Russia says the Geneva agreement does not imply that Assad must be excluded from power. Western powers insist that it does.

ARMED OPPOSITION

Moscow is deeply suspicious of anti-Assad insurgents, echoing Damascus's line that they are all Islamist militants.

Washington too, has reservations about the wisdom of backing an armed opposition it regards as ill-organized and disparate, with some connections to al Qaeda-linked militants.

The rebel Free Syrian Army, an umbrella group of armed factions, boycotted the SNC gathering in Cairo, where the Arab League was urging Islamist and secular groups to end their quarrels and form a credible alternative authority to Assad.

Some Syrian dissidents argue that armed Islamist militants are indeed likely to come to the fore if the outside world leaves the country to the mercy of Assad's forces.

Iran, an ally of Assad, which, along with its regional rival Saudi Arabia, Assad's adversary, was excluded from the Geneva conference, said Damascus wanted reform but not foreign interference or "terrorist activities".

"Syria ... has been the main axis of resistance (against Israel). Therefore it is natural that Western governments and the American government try to take their revenge," said Saeed Jalili, head of Iran's Supreme National Security Council.

Syria's chief of staff, General Fahd Jassem al-Freij, said the nation was at war with conspirators seeking its destruction.

With diplomatic efforts failing to gain traction, the United States may come under pressure from Gulf Arab hawks, notably Saudi Arabia and Qatar, to do more to help the rebels when the "Friends of Syria" forum gathers in Paris on Friday.

Russia, which has criticized the "Friends" for favoring only one side in Syria's conflict, has turned down an invitation to the meeting, French Foreign Minister Laurent Fabius said.

Syrian opposition leaders reject Russia's insistence on a dialogue with the government, saying Assad's removal has to be the first step because of what he has inflicted on his people.

New York-based Human Rights Watch issued a report on "an archipelago" of Syrian state torture centers, citing accounts of victims who said they were beaten, burned with acid, sexually assaulted or had their fingernails torn out.

In Cairo, some Syrian opposition activists described ruthless attacks by government forces on cities such as Homs.

"The city has been bombarded non-stop for months," said Khaled Abul Salah, an activist from Homs. "Anyone wounded dies as there is no way they can leave town or go to hospital."
